Morgan joined Curata in 2025, and focuses her practice on guiding clients throughout the land development application process. Morgan has represented landowners, developers, and businesses in land use and zoning matters in Loudoun County and the Towns of Leesburg, Lovettsville, and Purcellville. She has valuable experience conducting property due diligence research, analyzing pertinent case law and local and State code regulations, organizing community outreach strategies, and representing clients before local government bodies to secure land use entitlements.
Significant Projects:
- Rezoning and special exception approvals in the Town of Leesburg to permit the development of an 86,400 square foot flex-industrial development.
- Rezoning of 23 acres in Loudoun County to permit approximately 900,000 square feet of data center development.
- Sign plan approval for a childcare center in Loudoun County.
- Assisting with the successful appeal of an adverse zoning determination in the Town of Purcellville.
- Various special exception uses such as a dog boarding facility and drive-through restaurants.
